Tuesday Immigration News Update – April 8, 2025

  1. Canada Reduces Immigration Targets

Prime Minister Justin Trudeau announced a significant reduction in Canada’s immigration targets, lowering the number of new permanent residents from the previously planned 500,000 annually to 395,000 in 2025, with further decreases to 380,000 in 2026 and 365,000 in 2027. This decision aims to address challenges related to housing affordability and the integration of newcomers. 

  1. Quebec Suspends Key Immigration Programs

The Quebec government has implemented a moratorium until June 30, 2025, on two popular permanent immigration programs: the Regular Skilled Worker Program and the Graduate Stream of the Quebec Experience Program (PEQ). This suspension is intended to manage the surge in applications and alleviate pressure on the housing market. 

  1. Updates to IRCC Processing Times

Immigration, Refugees and Citizenship Canada (IRCC) released updated processing times on April 1, 2025. Notable improvements include faster timelines for Permanent Resident cards, citizenship applications, and visitor visas. However, processing times for work permits and family sponsorship programs remain challenging.  

  1. Changes to Citizenship Rules Effective April 25

Following a December 2023 ruling by the Ontario Superior Court of Justice declaring the first-generation limit unconstitutional, changes to Canada’s citizenship rules are set to take effect on April 25, 2025. These changes will impact individuals born abroad to Canadian parents beyond the first generation. 

  1. New Fees for Immigration Applications

As of April 1, 2025, IRCC has updated fees for certain immigration applications, including removal expenses. Applicants are advised to consult the official IRCC website for the latest fee information.
